In Focus (#11 November 2018)

Factors at Play

The situation inside and around our country during 2014-2015 has thrown cold water on political force in power.
Urgent measures in the energy sector have been called into action throughout the past few years, anchored by several factors. These are commitments under the Energy Community and the EU — Ukraine Association Agreement, requirements in cooperation with international donors, arbitration in Stockholm and reconsideration of the state’s transit status.
Finally, international and local market actors require clear and understandable rules of the game as only they are expected to arrange such desirable investments.
The regulatory changes are truly violent compared to the previous decade, starting with gas market liberalization, unbundling state energy operator
Naftogaz of Ukraine, the law on the electricity market, implementation of EU standards of energy efficiency, and not ending with anticipated privatization.
On the eve of winter, the November UJBL issue provides extensive coverage of one of the most sensitive and highly politicized economic sectors of Ukraine — energy.
