Retrenchment Mode

Having one of the most unfavorable state contracts for gas supply with Russian Gazprom in modern Ukrainian history, the Ukrainian economy has no other choice than to start functioning in retrenchment mode.

The situation forced the Ukrainian government to raise concerns on energy security: rethink its policy towards subsoil use, access of global mining players to the country, energy saving techologies, development of renewable sources. Indeed, the production sharing agreement with American giant Shell was signed in January in Davos. Of course, it does not mean immediate “unconventional gas revolution”, but another step towards creating binding investors’ friendly commitments — for sure. In the light of foreign capital outflow such a signal from the Ukrainian government is also important.

The March issue will present a situation with the various regulatory regimes for production sharing agreements, wind and solar energy, perspectives for the liquefied natural gas terminal in Ukraine, biogas production. Moreover, the issue is completed with special regional research of the Russian legal market.
