Ukrainian Healthcare Forum

Last week А7 Conferences with the support of Ministry of Health of Ukraine organized Ukrainian Healthcare Forum’15 that was held at InterContinental Hotel in Kiev. The Forum appeared to be the first bigges tplatform in Ukraine, which united market players, international investors and donors for the attraction of investments in healthcare sector and solving the most pressing challenges in the industry. Forum’s special attribute wasthe discussion of international PPP experience with experts from Turkey and Belarus. More than 400 participants attendedthe event, including Ministry of Health of Ukraine executives, manufacturers and distributors of medical products, chiefdoctors, private clinics owners and medical equipment manufacturers. Organizers informed that next forum would be held in Lviv in 2016.

Alexander Kvitashvili, Minister of Health of Ukraine, spoke that all components of the medical reform should be implemented simultaneously: We are wasting too much time figuring out what should be done first. We should deal with clinical protocols and passportization, autonomism and changes to financing system at the same time”.

Intheworld, healthcare stays among the top three industries by the number of investments, including projects through PPPs. In Ukrainian healthcare sector, some projects rarely appear, but for now, they are not real PPPs. Now everything depends on the reform, if it passes, we can provide the investors with guaranteed minimum reimbursement of their costs per patient. At a later stage, business will count profit ability by itself. Never the less, even now MOH is helping some active medical institutions and potential investors to carry on negotiations between each other and with the local government. The adoption of the draft laws package on the reform is an important part of attracting investments to our country, but even now, with the existing law, public-private partnership can work as well”, - noted Alexandra Pavlenko, first deputy Minister of Health of Ukraine.

Ahmet Kesli, vice-chairman of United Nations (UNECE) International PPP Centre of Excellence and Chairman of the Board at International PPP Platform Turkiye, said that in the whole history,this year’s number of PPP projects in European healthcare industry finally took the first place, before the most amount of PPPs was in infrastructure industry.
